Opening 97 mdb in 2007 without converting

I've got a database that MUST stay in 97 format since it contains x,y
coordinates for a mapping system that while antiquated, isn't getting
upgraded. Whenever we have entered new data into the program it has never
been a problem with our previous versions of Access through 2002. We have
recently migrated to 2007 and while I know that I can open the database and
edit records, every time Access opens the file is requires me to have
exclusive access because it wants to prompt me to convert it. We've
attempted converting to at least 2000 format but our mapping system cannot
interface with the database if we do that. There is no front end here, only
tables. The big problem here is that we have public terminals that run this
mapping software constantly therefore, we cannot enter new data into the
system without shutting their software down because Access 2007 sees the
database as "locked." Even then, only one person can open the file at a time
to enter their data. I'd like to see if there is a way to turn off 2007's
automatic need to convert the database so it doesn't require it to be in
exclusive mode when opened.

Some additional info if needed. We're on Vista business workstations within
a 2008 domain. The database is stored on a shared drive and all of my users
have full control on the folder.

wow dude, it sounds to me like using Jet is not a good fit for what
you're trying to do.

if you moved to SQL Server, you wouldn't need to force downtime on
your users
