converting from 2003 to 2007

I opened my current 2003 database exclusively in Access 2007. I do "Save As"
format Access 2007. A window pops up with "You attempted to open a
database that is already opened exclusively by user "Admin" on machine "wmye"
Try again when database is available."

This is new copy and not available to anyone else. It's on the PC hard drive.
 
Create a new (blank) database.

Then import everything (External Data tab of the ribbon.)

If that still fails, open the folder where the database resides, and delete
any LDB file there. The LDB contains the locking information. Access should
delete it when you close the database, but it can be left with spurious data
if the computer crashes/shuts off without closing down properly.

If this is on Windows Vista, make sure the database is not in the root (C:\)
or a virtualized folder (such as C:\Program Files), and that you have
adequate permissions for the folder.
