open zip file

I downloaded a zip file and when I tried to extract it got a message that
Windows had blocked the file. I followed the directions provided to
'unblock' the file, got the same message that Windows had blocked the file.
Can someone help, please

Yeah. Surprisingly I don't know what directions you followed, what the
exact message is that you are getting (verbatim), etc.
