Open with command

Sometimes when I right click I see the Open With command and sometimes
not.

Is this the way it is suppose to work?

Depends on what you are clicking on. Right click is specific to what is
being right clicked.

You need to select a file, and then right click and it should show the Open
With......but if you just click (for example) the desktop (and not a
particular file) you won't get the same context menu, since you haven't
selected a file to open.
