Open Start Menu folder problem

I just noticed something very disturbing on my XP Pro. When I right click
on any "Start Menu" folder and select 'Open', it opens:

Start Menu
Move to folder
Copy to folder

then the correct Open option.

How can I fix this?

This got rid of the

Move to
Copy to

but the "Start Menu" still opens.

Yves, I do not understand.

Right clicking any folder on the Start Menu and clicking Open should open
that folder.

XP Start Menu right clicking All Programs opens the %homepath%\Start Menu
folder.

Classic Start Menu right clicking Programs opens the %homepath%\Start
Menu\Programs folder.

Right clicking such folders as Accessories gives you the option to open
the %allusersprofile%\Start Menu\Programs\Accessories folder or the
%homepath%\Start Menu\Programs\Accessories folder.

Are you saying no matter what folder you try to open, the %homepath%\Start
Menu folder or the %allusersprofile%\Start Menu folder opens?
