Folder won't open when right-clicked and then select open/explore

We are running Windows xp. The problem is that when you do the
following:

Start menu -> All Programs -> pick any folder -> right click on that
folder and select open/explore

The folder should open up. But it does not. I don't know why but it
started to act that way.

I tried it, but still it did not solve the problem. The problem is
with those folders/program groups in the Start menu -> All programs.
Right click on a program group with the Start menu - > All programs
open and then right click to select open/explore.
The start button itself and the other folders in the explorer or on
the desktop are fine.

Another thing is that, it is only the right click then open/explore on
a program group that did not work.
Right click then delete/rename/properties on a program group works
okay.
