Open or Locked Files

Here's the problem: Users on the network can open network
files but when they goto save they get the warning that
the files are open by another user and the changes can't
be saved. There are no other users with the file and if
I go to the Computer Management window and open Shared
Folders\Open Files I see these locked files. I "close
open files" and continue for a few days and it happens
again. Any Ideas.

These lock files are removed by the product on normal user
invoked exit.

A user on the network is not closing the program properly
when viewing/editing theses files.
or (more likely)
A user is viewing these files and their machines freezes
or locks up, they reboot and do not notify Tech Support of
this recurring lock-up problem.
