open new window internet explorer favorites

I have the registry setting to open links in new IE windows but it does not
work on favorites. I have many users that want to open there favorites in new
windows every time. Is there a setting so they can just left click and open
there faovorites in new windows. I have tried the
HKEY_CURRENT_USER\SOFTWARE\MICROSOFT\INTERNET EXPLORER\MAIN
and added the allow window reuse key but it does not solve the favorites
problem.
