open new ie windows ALWAYS!!! (not just whenever it wants to)

I had it set to open links in new windows and whenever I clicked on a
desktop or favorites link it did so. Now it did not always do this when
clicking links inside emails, but that can wait for now.

I just reinstalled my xp pro, and I have it set the same as before, but now
when I click a desktop of favorites link, it sometimes opens a new window,
but often just opens the site in a window that is already opened causing me
to loose that site.

According to that site my reg setting is correct. My issue still exists.
Whatsmore, this site says:

Similarly, clicking hyperlinks in e-mail programs such as in Microsoft
Outlook and Microsoft Outlook Express always opens a new instance of
Internet Explorer.

Which was not true with my old install or with the current install. Actually
now, often clicking on a link in an Email (OE)(like the one you provided)
does absolutely nothing.

You cannot open a new Internet Explorer window or nothing occurs after you
click a link:

I did all instructions on that page, except reinstall IE. Also, of note is
that the reg addresses (HKLM) are not present.

I still have both conditions.
