"Open", "My Computer" and IE display delays

When I access "Open", "My Computer" or type in a web
address in to IE, the refresh/display of the contents or
web site is delayed by about 1.5 min.
This is a new (10 days old) machine (Toshiba P20) but
looking at other user groups the problem appears to be
old.
Does anyone have a simple fix. I have updated my Bios,
defraged, renewed the display driver, turned it off and
on, prayed, asked the dog, all to no avail.

Your help would be appreciated.

If the computer is only 10 days old it is covered by its warranty, and you
should address all concerns to Toshiba technical support.
