Open in New Window not working - resolution can resolve Windows Update download problem also

My father-in-law had a problem with the Windows Update Site. He would select which updates he wanted to proceed to the download. He would Accept the EULA, but then the Web Page Dialog window would just sit there and do nothing.
(Using Windows XP Pro, IE 6.0 SP-1)

We also noticed, though, that new windows opening would not work properly. If you right-clicked on a link, chose "Open in New Window", it would open a new window, but it was blank--no content. That also went for any links that by default would open in a new window.

We set to troubleshooting THAT problem and found the following post to resolve it:

1. Click [Start] [Run] type:
(Press Enter after each command)
Regsvr32 /i URLMON.DLL
Regsvr32 /i shdocvw.dll
Regsvr32 actxprxy.dll
Regsvr32 oleaut32.dll
Regsvr32 /i shell32.dll (For XP Only)

2. Restart Windows
3. Open IE [Tools] [Internet Options] [Programs] [Reset
