I can not view links in web pages

I have Window ME. I try to open a link in a web page but all I get is a blank
page that says in the bottom of IE that is Done. I have tried the following
but it doesn't work. How can I fix this problem?

Blank - Empty - White Pages

Go to Start>Run> and register the following dll's by using
regsvr32 command. Try the first 2, then see if it resolves the problem. If
not then register the rest of the .dll's:

regsvr32 urlmon.dll?
regsvr32 actxprxy.dll
regsvr32 scrrun.dll?
regsvr32 msxml.dll?
regsvr32 mshtml.dll?
regsvr32 shdocvw.dll?
regsvr32 browseui.dll
regsvr32 msjava.dll?
