Open In New Window doesn't work?

Hey there,
I must be an idiot. When I right Click on a link and try to open it in a new
window it continues to open it in the same window. This really sucks. When
I updated at the Windows update this is when it started to do this. I
cannot imagine why someone would ever want "WINDOWS" to not open "WINDOWS"
and always open in the same one. How do I fix that. I spent 2 hours last
night attempting to find information with MS help to correct this problem.
I can't believe I'm the only having this problem. Anybody know how to fix
this? I'm suing Windows XP Pro and the latest version of IE
