The security warning you speak of is part of service pack 2 in windows xp.
Its a security measure to warn the user of malicious or possibly dangerous
files.
remove sp2 or find the hotfix which is its precursor. Hotfixes after sp2
uninstalls now reside under c:\WINDOWS with the folder named
$NTuninstall....(fix number KB..) they are removed from the add/remove
programs after SP2.

as far as removing without uninstalling the fix/security update/patch, look
at services in admin and identify the service. It quite possibly could be a
registry entery either off or on.
