open a single file directly into e-mail text with voting tally

I need to create a single file that will open directly into the body of the
text of an e-mail. I would like to be able to make small changes to the text
when in the text of the e-mail. I would also like who the e-mail was sent to
and the voting tally included into the text of the e-mail.

I have seen this used before but have no idea how to create it.

I don't believe Outlook has the abillity to do this.
