Is there something in MS FP that a college can use for can use for tests for
a virtual campus online?
 
If you make your test an HTML form, you can configure FrontPage to save the
submitted data (test answers) in a database or flat file. However, there's no
easy way to time the test, to ask the questions one-per-form, to grade the
tests and save the scores, or to stop the students from taking the test more
than once.

The problem with putting the whole test on one HTML form is that the student
might accidentally click the browser's Reset or Close button after 55 minutes.

You could probably do the scoring and answer analysis by downloading the
data to Excel.

Windows SharePoint Services comes with a nice Survey feature that you could
probably for testing as well. However, this presumes that you have access to
a WSS server. (It's a free add-on to Windows Server 2003 but that doesn't
mean your IT department supports it.)
