yes, until a week or two weeks ago i was able. several things may have
changed in that time, like being disconnected then reconnected to a
router, etc. but system restoring to an earlier time does not work...
-i've used kaspersky antivirus and norton to scan and get rid of a few
viruses, and there may be more, but no more that i can detect...
-i went through the windows networking troubleshooter, tried using
system restore and antiviruses, calling my isp, changing the services
that are automatic/manual/disabled...

Thanks for all the good information. Since you can get online in Safe
Mode and not Regular Mode, it is logical to assume that something is
running in Regular Mode and not Safe Mode that prevents you from
connecting.
Here are some more suggestions. In troubleshooting, it is important to
do one step at a time and check after each change.
1. Do the systematic malware troubleshooting, including all preparatory
work, from here:

I know you say you've done some scanning, but antivirus programs won't
find a lot of malware. Besides, in the troubleshooting process it is
important to work methodically and one of the first things to determine
is that you are working from a virus/malware-free base.
2. You mentioned both Kaspersky and NAV. Which one do you have
installed? If you had NAV and uninstalled it and then installed
Kaspersky, perhaps NAV wasn't completely uninstalled. Look carefully at
any third-party security software you have running, particularly at
firewall settings. For instance, if you have two firewalls running,
this could cause the problem. SP2 automatically enables the Windows
Firewall. NAV has an "Internet Worm Protection" function that is
actually a firewall. You would not want both of these running.
3. Since you are behind a router and have SP2 installed, it is safe for
you to do clean-boot troubleshooting and try to connect to the
Internet. Do this and see what happens to try and determine what is
running in Regular Mode that is causing the issue.

4. Since you have cable, you have no need for any ISP-provided software
to be installed on the machine. If you have any ISP-provided software,
uninstall it.
You can go further to test the hardware by a) booting with Knoppix, a
Linux distro that runs from cd; or b) swapping out the NIC for a
known-working one. However, because you can get online in Safe Mode I
doubt this is a hardware issue.* Try the other stuff and let me know
what happens.
*You said that your operating system is "Home, Pro...". Since Home and
Pro are two separate editions of XP, are you dual-booting? If you are
dual-booting and experience the same problem in both your operating
systems, then look to your hardware. Start with the easy, cheap stuff
by swapping out cables, then NIC's.
These procedures can be lengthy and complicated. If this isn't your cup
of tea, there is no shame in admitting that and taking the machine to a
professional computer repair shop (not your local version of
BigStoreUSA).
