What is "tmntsrv.exe"? Do I really need it. Every so often, in a very
random way, Windows will just tell me that this has failed and had to close
and then it gives me send error report page. Almost always, my computer
gets really slow right before giving me this message. Can I just delete
this file to stop all this from happening to my computer?

This looks to be a component of TrendMicro's PC-Cillin Antivirus.

Especially if the patch is something like this:

C:\Program Files\Trend Micro\PC-cillin 2000\Tmntsrv.exe

It's part of PcCillin .. Trend Micro New Technology SeRVice. If you
delete it your virus scanner will die in some horrible fashion.
