One computer can't update time

I have two computers on my home network. One updates the time OK, but
the other one doesn't. Under Date and time Properties, if I click on
"update now", it says "an error occurred getting the status of the
last synchronization. The RPC server is unavailable." I get this for
either of the time websites. Also, I can't ping either one from this
computer. The other computer works OK. I tried some of the steps
under "time synchronization", but I hit a roadblock.

What could be wrong and how can I fix it?

I rebooted the computer with the problem and now it is working. :)

It was probably DNS...

Use an IP so even if there is a DNS problem, it still can talk.

I use 132.163.4.101 (time-A.timefreq.bldrcdoc.gov) for everything. It is a
Stratum-1 clock.

Now it is having the problem again. I can't use an IP address because
the only choices are time.nist.gov and time.windows.com.
