On replying to an email cursor in To field not body

All of a sudden my Outlook 2000 SP3 has changed behaviour. When replying to
an email the cursor normally is positioned at the start of the body section.
However, it is now positioned in the To field which is annoying!

Any ideas on how to get the cursor back to the body field?

Aloha Barry,

Did you receive an answer? I've seen about 6 posts asking this same
question, and my boss is having the same problem, but I haven't seen any
answers. I tried reinstalling Office, but that didn't work either.

I found a workaround elsewhere, which was to change the editor to Word.
