ON an Exchange server 2003

Your primary SMTP account is (e-mail address removed). You want to send an email as
(e-mail address removed). How can you do this with logging off and logging on as ABC?
 
1 We need to setup a user that will use this email address to send out emails
but not receive any emails on that account because it is outgoing mail box
only.

2. We need to be able to send from another user that has another email
address but it will not show this users name but it will display the out
going boxes email address or a NO_REPLY address.

How do you do this?
