O'look2000SP3 E-mail window extends below screen edge-can't resize

Resize

When I use the resize arrows on the top bar, the e-mail window collapses down
as soon as I click on it. I can't get the window to resize and therefore
can't get at the stuff at the bottom of the page.

This happened right after I had booted up the machine. W-XP SP3
