Old problem: floppy diskette supposedly unformatted. Please help

My grandson in Texas reports that his system has begun reporting
"Diskette unformatted. Do you want to format it noiw?" or words to that
effect when he tries to read a floppy disk. (XP Home, no patches or SPs
AFAIK.)

I know there's a solution to this, because I saved it somewhere, but now
I can't find it. :-(

Could someone kindly explain the reason for this glitch, and provide a cure?

Have him format the diskettes on the XP computer, then bring it
to the other computer to copy files onto it to be read by the XP
computer.
