Old DUN versus new cable

In the long ago days of Win95 and 98 two users could use the phone lines to
call each other and download files from one computer to the other and it was
called Dial Up Networking.

How do two people with cable modems do something similar? Obviously there is
no phone modem to call and cable modem addresses are dynamic so, is there a
method?

"chatting" parties.
