OL2003 Test msg err

OL2003, a new install on a formated/clean install of win2k sp4, only
office2003 installed all updated.
Recovered the pst from a backup and set up email accounts (8, three
different ISP's). Certain accounts failed the 'test account' err msg being
either unable to locate server or 'unable to send test msg. Please verify
the E-mail address field' - err not specific to an ISP.
The account settings are all correct.
Have tried scanpst, a new profile and new pst, deleted and recreated
accounts, detect/repair.
The system is virus/adaware free and behind a nat reuter.
After much head scratching I left the sys, with OL shutdown, for an hour
came back to try again now all accounts are fine, bar 1 now see the single
err 'unable to send test msg. Please verify the E-mail address field'
I'm perplexed.

are the 8 all to the same 1 or 2 servers? do the accounts work otherwise?

3 different servers, all receive mail, I now have only a single problomatic
account others started working, without my changing anything.
I have checked accounts via a web interface and they are all ok
They also work fine on another sys with OL2003
