Ouch.
First a clarifying note for ZILLA: I have always had all my email scanning
turned off during this ttroubleshooting. I turned it off as one of the first
tests when the problem first appeared and I've left it off. I'm kind of in
the same place on this as what Jeff described.
Well, with PC-cillin enabled, email scanning off, the registry changes in
place: The initial Outlook auto send/receive failed today. So, I agree with
ZILLA's observation that the registry changes alone don't seem to fix
anything.
From my testing so far the only thing that has seemed to eliminate the
problem is disabling PC-cillin before opening Outlook, then opening OL and
letting the first send/receive occur, and then restarting PC-cillin. A pain
in the you-know-what.
I heard from PC-cillin tech support last night. Here's the meat of what they
said:

1. Open Outlook.
2. On the menu, click on Tools, then select Options.
3. On the Options dialog box, click the Security tab.
4. Under Virus Protection section, uncheck the item "Do not allow
attachments to be saved or opened that could potentially be a virus."
5. Click Apply. Click OK.

Only one trouble. There is no Virus Protection section in my Security tab. I
told them that. Waiting for follow-up. Does their message suggest anything to
either of you?
I'm getting close to the same resigned state that ZILLA describes. Frankly
this is also leading me to consider options other than Outlook although I've
not yet found something that does email, contacts, calendar, notes, tasks,
and Palm PDA synchronization.
Clearly when I hear anything further from PC-cillin I'll post.
