OL2003, send/receive fail only at first start of day

Using Outlook 2003 SP1, Windows XP Pro SP2.

OL2003 configured with 3 POP3 mail accounts. Two Worldnet (uses SSL), one
Yahoo business mail (does not use SSL).

This problem occurs ONLY when first starting for the day, having booted the
PC, gotten to the desktop, and started OL2003.

OL is set to do a send/receive upon startup and to check each email account
periodically.

Invariably, the initial send/receive will start and get part way through.
The two sends will complete (one account is receive only) and one or more of
the receives may complete. One or two of the receives will hang until a
time-out error occurs.

Sometimes simply clicking send/receive suffices to get a complete
send/receive done. Sometimes I must restart Outlook. Sometimes I must reboot
the PC.

Once a send/receive cycle completes, it will be fine for the rest of the day.

I have done all the suggested things in article 813514 with no effect:
* reinstalled Outlook Express
* rebuilt the profiles
* repaired the Outlook installation
* checked account settings against each ISP's requirements
* checked firewall settings (PC-cillin Internet Security 2005) - problem
occurs even with firewall turned off
* disabled email checking and spam filtering in PC-cillin Internet Security
2005
* disabled spam checking in Outlook
* checked for disabled add-ins in Outlook - none
* checked for defective emails in each account on servers
* check PST files for errors with checkpst.exe. They seem to occur
periodically and I periodically fix them. BUT I've seen this problem occur
when I have just checked all the PSTs (four total) and know they're
error-free.

Needless to say this is driving me batty.

PB2000,

Just by chance do you have a DSL router that logs you on to your internet
provider. If so, many of these devices have a setting in the web interface
called auto reconnect and or stay idle. If the device does not see any
interaction to the internet after a certain amount of time it will log off.
Then the next time you open Internet Exploroer or Outlook or any app that
requires interaction from the WAN port it then logs on. When you open Outlook
it quickly request info from the external pop server before the router has
logged you on to the ISP. Then when you close outlook and re-open it, it
works because it has then logged on. If you know how to logon to the web
interface to this device, change this setting to stay idle. The exact
verbiage will vary between routers. If you don't know how, let me know what
device you have and I will help walk you through it. Hope this helps

Hi Clayton,

Great suggestion although this didn't solve the issue. I do have a Belkin
F5D7231-4 wireless router and a DSL connection. The involved PC has a wired
connection to the router.

I checked the router settings. It has an option to "disconnect after X
minutes of no activity." The setting was unchecked and not in use.

Seems that this wouldn't actually be the problem, though, since the
send/receive starts and then stalls mid-way through. If it had been this
setting, it seems that it simply would never start until the link had a
chance to get established.

I also note that the router uses MTU = 1454 with a bold caution to only
change this if the ISP tells you to. Verizon has nothing about MTU setting on
their website that I've found. I'll try calling them.

I hear what your saying. Actually Outlook is not the smartest app.

Try this; in the morning when you first turn on your PC, open a DOS window
by clicking "Start, - Run, CMD, - enter (you probably know this already) .
Don't open Outlook yet. This will be the first thing you do. Then at the
command line type - ping www.google.com . See if you get 4 good replies.
Notice if the first or second reply fails and then the third and forth is
successful. Then do it again and again and see if they continue to pass all
four replies. I am still not totally convinced that the router is not
sleeping. Then open Outlook and see if it fails on first reply. After pinging
the Google site it will have awakened the route. If Outlook then fails we can
move on to other options. Report back.

Your earlier message got me thinking. I checked the desktop PC's network
interface card. I found that its power management properties (through Device
Manager) had the option checked TO allow the PC to power down the NIC. I
don't know if this might be a contributing factor. Since I have no need for
powering down the NIC, I have unchecked that option so the NIC cannot be
powered down.

I'll report back with the results of the ping test.

Hi Clayton - Here's my Outlook "Morning Report"

Bear in mind that the desktop's NIC is now set to not be turned off by
Windows Power Management.

Immediately upon getting to the desktop this morning I did four sets of
pings to www.google.com. All four returned four sets of good data (16 ms to
18 ms response times). The Internet link was up from the beginning. I'll also
note that the router has an Internet light that supposedly says the router is
connected to the net. That light is always on.

It's possible there was a problem in the desktop-to-router link due to the
NIC setting.

I then opened Outlook. It basically worked - details:

The 2 transmits and 2 of the 3 receives completed immediately and smoothly.
One receive hung for about a minute and then completed normally. (Note - all
three accounts have been and are still set for a 3 minute server timeout.)

So, I guess I have to keep an eye on this for a few days.

Yep the NIC could be a contributing factor. Your DSL router light should
always be on regardless of whether you are signed on. All it looks for is a
DSL signal from The CO. Keep me posted.

The mystery continues. This morning after booting to the desktop the first
thing I did was open Outlook. It got stuck near the end of the third receive.
For the record, here's the OL error message:

Task 'account_name - Receiving' reported error (0x800CCC0F) : 'The
connection to the server was interrupted. If this problem continues, contact
your server administrator or Internet service provider (ISP).'

I clicked send/receive and all accounts processed normally. There was no
need to restart OL or the PC. One note that I've not mentioned before: When
this happens, for account(s) that froze in a partly-completed state the
messages received before the freeze get received a second time. May be
totally irrelevant, just thought I'd mention it.

I confirmed that the NIC is still set to not be power managed. The system's
power management is set to never turn off the monitor, turn off the hard
drive after 1 hour, and never go to standby mode. Hibernation is disabled.

Suggestions welcome!

Here are a couple of things to remember about Outlook;

When you click on Outlook to open, it will generally begin to connect
immediately to the pop server and begin to download your email. Some people
will open Outlook and immediatley click on the Send/Receive button therby
interupting the process, and you will sometimes notice the details box will
double the The Send/Receive process. At the end of each pop account, Outlook
will send the popserver a message that it received all the messages and it is
okay to remove them from the server. If the POP doesn't complete the process
then you will receive your email messages twice.

When you open Outllook make sure you don't hit the Send/Receive button for
the first 60 seconds. See if it begins the process of downloading email on
it's on. If it does don't hit the S/R button again. Also have you been to
http://office.microsoft.com
to check if you need any Office updates, You will see the "Check for
Updates" on the right. If you need some updates make sure you have your
Office CD before you start the process, it might ask for it. Let me know.

Hi Clayton,

I'm familiar with the doubling effect of clicking send/receive that you
described although you added some details that explain what happens under
those circumstances. The behavior I've been describing in this post is
associated with the initial automatic S/R without my clicking send/receive. I
never click s/r until after the initial automatic round has occurred. After
start-up I also only click s/r during routine operation if I see that no
automatic send/receive is then currently active.

Windows XP Pro SP2 and Office 2003 are current on updates. Except that
Office Update wants to give me an update to its ability to work in French.
That one I haven't downloaded, since I don't have any French capabilities
installed.

That's about all I can think of. If it's dieing out on the first pop try
making it the last. I think you said you had three accounts. Good luck. If

This behavior is often due to anti-virus or anti-spam software scanning
incoming or outgoing messages. If you have such software on your system,
try turning off the mail scanning. From what I've seen in this group, if
you have Norton you'll have to do so by uninstalling and then reinstalling
without the message scanning options.

Trend Micro PC-cillin Internet Security 2005 (firewall, antivirus)
- virus checking of incoming and outgoing email disabled
- spam checking disabled
- firewall has no effect - seen the problem with and without it turned on

Outlook 2003
- antispam feature disabled

Spybot 1.3
- has no virus or spam checking

SpywareBlaster version 3.2
- only for spyware; no spam/virus checking

Beyond what I mentioned in the earlier postings I also tried turning the
following Win XP Pro SP2 services from Manual to Automatic:

Network Connections
Remote Access Auto Connection Manager
Remote Access Connection Manager

No effect - the problem continues.

I'd appreciate other suggestions. It has me at wits end and quite frustrated.

While I've not heard of it as a problem with PC-cillin, apparently with
Norton the only way to actually disable mail scanning is to uninstall it
and then reinstall it with the options disabled. Could you try that with
PC-cillin and see if that has any effect?

accounts. I finally canceled the initial automatic send/receive and did a
manual one by clicking send/receive. All the accounts then downloaded email

Wow, I'm stumped as to why it would happen only on the first send/receive.
Could you turn on diagnostic logging before you log out (see
http://support.microsoft.com/default.aspx?scid=kb;en-us;Q300479) and post
the OPMLog.log file after the first send/receive of the day?

Hello Jeff,

The log file follows. It reflects the first automatic send/receive
operation. I then did two additional send/receive right after the first
automatic. I have the log file for all three although the forum limits a post
to 30,000 characters so only the first one appears below. If you want the
others, let me know how to send to you. A summary of all three results:

1. The first automatic send/receive that OL does upon opening: Receive for
(e-mail address removed) "Pete's MDBGroupInc Email (DSL)" froze, all other
operations completed normally.

2. I clicked send/receive. Receive for (e-mail address removed) "Pete's Worldnet Email
(DSL)" failed with a server locked error, all other operations completed
normally (including the (e-mail address removed) that failed in step 1 above.

3. Not in the log file below due to forum posting length limits: I clicked
send/receive again. All operations completed normally.

I then turned off logging and closed Outlook. I hope it suggests something
to you!

Hello Jeff,

The log file follows. It reflects the first automatic send/receive
operation. I then did two additional send/receive right after the first
automatic. I have the log file for all three although the forum limits a post
to 30,000 characters so only the first one appears below. If you want the
others, let me know how to send to you. A summary of all three results:

1. The first automatic send/receive that OL does upon opening: Receive for
(e-mail address removed) "Pete's MDBGroupInc Email (DSL)" froze, all other
operations completed normally.

2. I clicked send/receive. Receive for (e-mail address removed) "Pete's Worldnet Email
(DSL)" failed with a server locked error, all other operations completed
normally (including the (e-mail address removed) that failed in step 1 above.

3. Not in the log file below due to forum posting length limits: I clicked
send/receive again. All operations completed normally.

I then turned off logging and closed Outlook. I hope it suggests something
to you!

I assume that your "Pete's MDBGroupInc Email" account is the Yahoo account
(pop.bizmail.yahoo.com)? It looks like the server dropped the connection
(that 0x800ccc0f error code at the end of the log) about a minute after
Outlook started downloading the 6th of 8 messages on the server.

Are you sure you've got all anti-virus scanning of email turned off? The
symptoms you have are exactly what others have been experiencing as a
result of such scanning. Though I've not heard of it with respect to
PC-cillin, you might try something that seems necessary with Norton:
uninstall PC-cillin, then reinstall it without the scanning options.
