OL2003 Cancels Word's Sent to Recipent Ability

After installing OL2003 I can no longer utilize the Send To recipient option. The email envelope fails to open. I can send as an attachment but that is not what I need to do. I have run Word 2003 repair and re-installed Word 2000 but still have not been able to regain this important feature.
 
You can use the email envelope feature only if you have matching versions of Outlook and Word.
