Ok, why, WHY every other day does my OUTLOOK refuse to connect so.

ok so every other day I am unable to open outlook to send/receive messages.
Some times it lasts all day -- very very annoying -- does this happen to
other users? does it happen all the time? what is going on?

You could have a problem with Outlook.

You could have a problem with your ISP.

You could have a virus or tons of adware.

What you DO NOT have is a problem with MS-Access which is what we deal with
in this newsgroup. I suggest you find a group more appropriate to your
problem.
