ok to delete uninstall folders?

Deleting the UNISTALL FOLDERS will not affect your system,
but trying to uninstall any services afected by those
folders later will be rather difficult if not impossible
in some cases.

If you are not very low on HDD space, I would not recommend to remove those
uninstallation files as they are needed to uninstall Service Packs, Hotfixes
etc.
