Offline folders not working

For a test user, I have set the following policies. This is a Win2k
domain and the workstation is Win2k Pro:
User Configuration\Windows Settings\Folder Redirection\My Documents to
\\server\%username%$\My Documents

User Configuration\Administrative Templates\Network\Offline
Files\Synchronize all offline files when logging on=Enabled
User Configuration\Administrative Templates\Network\Offline
Files\Synchronize all offline files when logging off=Enabled
User Configuration\Administrative Templates\Network\Offline
Files\Administratively assigned offline files, added
\\server\%username%$\My
Documents

The problem is that when I disconnect the workstation from the network
(by removing the cable), My Documents is no longer browsable. I
checked in the registry on the workstation after logging in, and the
key HKCU\SOFTWARE\Policies\Microsoft\Windows\NetCache\AssignedOfflineFolders
has a REG_SZ with the value "\\server\%username%$\My Documents". I
also checked the properties of the My Documents icon, and it is greyed
out and set to \\server\bdavis$\My Documents.

Can someone tell me what I'm doing wrong?
