Offline Files Folder

I cannot seem to find the offlines file folder on a
Windows XP Tablet machine. Could someone let me know
where to locate this file.

Try looking in the Windows Folder

Open the "Windows Explorer" click on Tools>Folder Option... then select the
"Offline Files" tab
You will find all the local settings on that page.
