office Outlook premium 2000 program error

I have a problem with my outlook program not allowing me to delete e-mails
and it's running slower than usual and I don't know what created this error
problem. It's been working great for a long time until now ?
error example: C;\Documents and Settins\R*** K****\Local
Settings\Application Data|Microsoft\Outlook\outlook.pst could not be accessed
..
unfortunately I don't have my office outlook dics to reinstall ???

Can you access the folder that PST is in? Have you tried using the Inbox
Repair Tool on that PST?
