Office Enterprise 07 Setup Starts Unexpectedly When Outlook 03 is

Problem:
When Outlook 2003 is running, a popup window unexpectedly opens showing a
progress bar. The window says "Please wait while Windows configures Microsoft
Office Enterprise 2007", with a single 'Cancel' button. If I let the progress
bar finish after several iterations, another popup window opens saying "The
configuration changes made to Microsoft Office Enterprise 2007 will not take
effect until your computer has been restarted. Would you like to restart
now?" If I select, 'Yes', I sometimes receive an error or the computer
freezes and I have to manually re-boot. If I select 'No', the computer
freezes or is sometimes fine. If I select 'Cancel' button during the 1st
popup window, the same popup window opens up again forcing me to press the
'Cancel' button several times before the popup window stops re-opening, and I
can continue to work with Outlook 2003 until it reappears after another few
hours.

Potential Cause:
The problem started happening after the latest Microsoft auto update,
probably having to do with the junk mail update for outlook 2003 and outlook
2007.

I have office 2007 installed for all my office applications, except Outlook.
I had to remove outlook 2007, and reinstall outlook 2003 because some of my
toolbars in outlook where not compatible with outlook 2007. However, Excel,
Word, etc. are all still outlook 2007.

It appears that my computer is trying to update my outlook with the 2007
update even though I removed outlook 2007.

My Question:
How can I stop the outlook 2007 setup window from running every few hours or
so?
