No, this one is on Adobe as they sued MSFT for trying to include a free ..pdf writer in Office 2007. What Adobe freely gives away to everyone else they wanted to "license" to MSFT.
So, MSFT dropped support for .pdf in Office and now relies on an add-in to provide .pdf abilities.
