Office 2003 Outlook unable to open JPG files

Get a message action is only valid for products that are currently installed.
Did the 2003 install I did 2 days ago wipeout the Photo Editor program I had
using Office 2002
 
Yes, Photo Editor has been replaced with Picture Manager. Check your jpg
extension in Control Panel-> Folder Options-> tab File Types
