Outlook 2003 unable to open excel attachment or save it directly from the
email.
User 1 has Office 2003 and user 2 has Office 2002 problem started happening
after SP3 Update installed. Already upgraded User 2 up to Office 2003 but
still the same problem. User 1 able to Open every other attachments from any
one else but not User 2....can there be something check off on User 1 or User
2 Outlook that is not allowing the User 1 to save the Excel file.

Outlook doesn't have any restrictions like this.
Which methods of saving did you try?
What happens when you try? Any error messages?
