Office 2003 OEM

I have 10 Office 2003 Basic OEM CDs.

Can I use install it on TS2003 to instead of installing it on every single
pc?

No, you should use Volume License Media to install on a Terminal Server. I believe if you read the EULA for the OEM Microsoft Office Software it states the that license is bound to the machine it was delivered on, i.e. you can't install it on another machine

You're required to have a valid Microsoft Office license for every client device that connects to your TS
