OEM vs Retail XP Home

If I boot to the OEM CD how can I determine if it does have the repair
capability on it? I bought it from a seller on Ebay who did send me a junk
piece of hardware.

The fact that hardware from Ebay really means nothing since some Ebay
sellers are thieves while others are very honorable.

Ok. But when I place the HD in the new PC. It will not load the OS, but stops
after the POST is completed. What now?
