OEM version register and activate?

Hi, need some help, Please.

I have 2 harddrives. I just formatted and reinstalled WIN XP OEM version
that came with HP. My 2nd harddrive will have a licensed version of WIN XP
(once I get it set up).
After reinstalling to my old HD an activation window wanting me to
Register and activate. I have a key for each version, but unsure if I have
to register the OEM version or just activate it. Does it need reactivated?
Help please.

Yeah just go through the steps and it will recognise that you have done it before
