I am building a new computer and will use Win XP OEM (newly purchased). If I
upgrade the processor and videocard will I be able to use the installed WinXP
os?

The hardware on an XP system can be upgraded unless the OEM version you are
installing is simply a 'mirror' of the original system hardware config.
If you have 'activated' this OEM Product Key, it might take a phone call
option in the activation dialog to get the Key to work. After 120 days of
activation, even the call is unnecessary.

Upgrading a Video card does not create a licensing issue
Upgrading the CPU might require you to do a "repair" install but also should
not create a licensing issue.......
