OE 6.0 and XP home SP2

Daughter's OE is not working and instructions say re-install.
Unable to delete the failed OE because it does not show up in add/remove
program.
Can I download OE without removing the remnants of the failed OE?

Outlook Express is actually discussed in
microsoft.public.outlookexpress.general. You'll find the experts there.
