Oddball WinXP Box Won't Play Nice

I have 3 computers - 2 Win XP Home (both SP2) and one Win 98SE. Trying to
set up a network using a Belkin switch. The Win98 can see both other
computers in its network browser, but can only access one of them (call it
XP-B). The other XP box (XP-A), when clicked in the Win98 Network
Neighborhood kicks up the message: "Tbox is not accessible. The requested
API isn't supported on the remote server." XP-A and XP-B can see each other,
and access each other without a problem. Win98 plays fine in all respects
with XP-B, accessing its files and resources. XP-A can see Win98 and access
all its resources, but its a one-way street. I can ping back and forth
between these two.

All have TCP/IP installed and bound properly to the network cards. I also
installed Netbeui on all boxes, per suggestions on this and other forums. I
have tried both automatic and manual setting of addresses. They all have
unique and short names, and are part of the same workgroup. I have run the
XP network wizard until I am blue in the face. I have looked through all the
network settings on XP-B, and have set XP-A with exactly identical settings
in all respects. I have picked through the services list on XP-B, and
modified XP-A (to the extent possible, given varying software) to the same
settings. Both XP-A and XP-B have a single user account, set up identically.
Each have a guest account - disabled. (I tried to enable it on XP-A, but
this makes Win98 unable to see anything in its Net Neighborhood).
Appropriate folders are shared on all boxes. Both XP boxes have only Windows
firewall, and the settings are identical. The only real difference between
the two boxes are: XP-A has a 1394 port and XP-B does not. XP-A is a bit
older, and came with the original version of the OS, since patched with both
SPs. XP-B is newly constructed, with a new clean installation of XP w SP2,
using default installation options. It is runnning McAffee, while XP-A has
NAV.

The main thing I want to do is let Win98 use a printer attached to XP-A. I
have tried manually creating a port and putting in the path to the printer
(copying the path from XP-B, which can successfully print to this printer),
but nothing works!
