Odd folder permissions

A manager requested that a user have "read" access to 1 particular file in a
folder.
In the parent folder the user was given "list folder contents". On the file
she had "read".
List Contents would let her open the file to view, ONCE. After she had done
that her name would disappear from the file permissions list. So the next
time she tried to get in she'd get "access denied".
In an effort to stop this behavior I removed the check-mark for "allow
inheritable permissions...." on the file only (copying permissions first).
But, after her one-time shot at opening the file, that check-mark would
return, while at the same time her name was removed from the permissions
list for the file.
The solution to the problem was to give her "read" access on the parent
folder.

My question: is this behavior by design?
