Odd address bar behavior with "control-go"

(Using IE 6 with SP 2 installed.)

Go to any internet site http://www.google.com is a good one.
After the page completely downloads, click on "Go" at the
right of the address bar. The page reloads (I guess). Now
while *holding the left control key down* click on "Go"
again. First notice the "404 Not found" error. Now look at
the address in the address bar:

http://www.google.com/.com

I've tried this with other sites and get similarly bizarre
results. No matter what the site's address is, "control-go"
adds ".com" to the address in the address bar.

Does this qualify as a bug or a feature?

It's a bug. It wasn't detected in beta testing because no one ever did
that. Why would they? If you want to report it to Microsoft go ahead, but
if I were them I wouldn't spend any time on it. They've got enough
meaninful bugs to work on.

I suppose I was thinking along the lines of how
"control-refresh" forces IE to ignore the cache and download
a page anew. I guess I supposed that control-go" would do
the same thing.
If you want to report it to Microsoft go ahead, but

What is the procedure for reporting bugs to MS? I'm sure
they're swamped with wannabe bug reporters.

The easy way, since you use OE to read In OE go to Help | Microsoft on the Web | Send Feedback and there will be an
option to report a bug. I guarantee that a human will read it and send it
on to the IE team, but you won't get an answer.
