ODBC error 126

When adding a new System DSN OCBC database (.mdb format) I get an error code
126.
I would guess I am missing a file or component. Where should I start?

Do you have "Jet Database XXX" components in your image?
Also, check you EventView log for more detail error info.
 
I thought I did, that was the first question I asked myself.
Looks like I may have been looking at a different product build.
