Numbering paragraphs using Multilevel List

Hello, I am trying to create a multivel list to number my paragraphs based on the title's heading number above it. In other words I would like to build the structure below.

My problem is that I cannot find a good way to automatically number each paragraph based on the heading above it ( I don't want to use headings as I don't want those paragraphs to appear in my table of content).

There must be a trick using multilevel lists... I just can't find it. Thanks for your help.

1 TITLE ONE (using Heading 1)
1.1 TITLE ABC (using Heading 2)

1.1.1 Paragraph one (list paragraph numbered using multilevel list, I do not want to use heading)
1.1.2 Paragraph two (list paragraph numbered using multilevel list, I do not want to use heading)

2 TITLE TWO (using Heading 1)
2.1 TITLE DEF (using Heading 2)

2.1.1 Paragraph three (list paragraph numbered using multilevel list, I do not want to use heading)
2.1.2 Paragraph four (list paragraph numbered using multilevel list, I do not want to use heading)


3 TITLE THREE (using Heading 1)

3.1 Paragraph five (list paragraph numbered using multilevel list, I do not want to use heading)
