Numbering in headings problem

I understand how to do this. What I'm doing works for Heading 1, but for
Heading 2 and others I want the numbering to restart after each Heading 1.
How do I accomplish this? IOW, I want this result;

Section I
Chapter 1
Chapter 2
Section II
Chapter 1
Chapter 2

or something like this;
I Section Title1
I-1 Heading title1
I-2 Etc.
II
II-1
II-2
