NTSC Problem

Hey when i goto export movie to file and i want in DV-
AVI, i can't pick PAL, its only NTSC, i remember when i
reinstalled windows it was on american but i just left
it. Does this mean i have to reinstall windows again?

In what format was the video when you captured it?

nono, say when i made a title with windows movie maker to
add into adobe premiere, I can only save it as a NTSC DV
avi file, i didn't capture anything
