ntldr is missing if 256 DOM is formatted as FAT 32, but work fine

I have been working on this for couple days, but still cannot figure this out.

Currently I have the DOM working in FAT 16 by:
1. boot the machine with win 98 bootable cd. use fdisk to partition the DOM
to 1 primary drive.
2. then, format the C drive with command "format c: /sys". Note, it is still
at DOS mode.
3. prepare c drive with "bootprep /dc".
4. plug the 256 DOM to IDE to DOM converter at my desktop. Boot my desktop
into windows XP.
6. copy the image to the DOM's c drive.

However, if I format the DOM as FAT 32 or NTFS, then I am able to format C:
/s in DOS mode. Therefore, I cannot follow the above procedure.

Here is what to do when DOM is formatted as FAT 32 or NTFS. Note that I have
made sure the disk size and cluster size at Target Designer is consistent
with the DOM and I am able to have it working at 512 DOM. I don't why I
cannot make it work at 256 DOM.
1. use disk management at windows xp to delete the existing partitions at
the DOM.
2. use disk management to create c drives and format c as fat32.
3. mark c drive as active.
4. copy the image over to c drive.

When I format c as FAT 32, "NTLDR is missing" message is shown when I
attempt to boot the machine. When I format c as NTFS, "Disk Error" message is
shown when I attempt to boot the machine.

I also try to convert the 256 DOM to NTFS, after first boot agent. I plug
the DOM to my desktop and use convert e: /fs:ntfs, but the system says "the
volume may have inconsistencies. Run chkdsk. The conversin failed." I run
chkdsk and try again, but still no luck.

Have you included the appropriate file system compoents in your build?
NTFS, NTFS Format etc?

Yes, I have. I use the same image at 512 DOM. Everything is working properly
at 512 DOM.
